1. (A)This Competition shall be designated The Chiltern
Youth Football League andknown as The Chiltern Youth Football League
and shall consist of not more than44 Clubs who shall be Full Member
Clubs and not more than 56 Clubs who shall beAssociate Member Clubs.
Allsuch Member Clubs must be affiliated to an affiliated
County FootballAssociation and their names and particulars shall be
returned annually by theappointed date on the Form “D” to the
Bedfordshire County Football Association.The area covered by the
Competition Membership shall be within a 25 mile radiusof Luton.
ThisCompetition shall apply annually for sanction to the
Bedfordshire CountyFootball Association and the constituent teams of
Member Clubs may be groupedin divisions, as determined by the
Management Committee
MemberClubs who have accepted membership of this
Competition may not be members ofany other League normally playing on
the same day of the week nor may theyenter (with the exception
of F.A. andCounty F.A. Competitions) any other cup competitions without
the written consentof the Management Committee of this League.
TheCompetition will provide 11-a-side football for players who have attained theage of 10 as at midnight 31st August in a playing season but under18 years before 31st August in the current playing season.
2. (A)Applications by Clubs for admission to this Competition must be made in writingto the Secretary by 31st
May each year and must be accompanied by anApplication or Entry Fee of
£10.00 per team which shall be returned in theevent of non-election.
Atthe discretion of a majority of the accredited voting
members present applications,of which due notice has been given, may be
received at the Annual GeneralMeeting or a Special General Meeting. The
Entry Fee shall apply.
(B)The Annual Subscription shall be £ £55.00 for the
first team run by a Club and£45.00 for each additional team run by that
Club playing 11-a-side football. This will be paid in 1 instalment, in full, on or before the AGM, if the club pays this one instalment in full before 31st May, they will be entitled to receive a refund of 10% of the sum paid. The Annual
Subscription shall include thecost of 2 League Directories and Rule
Books per team, 20 players’ registrationforms per team and League Cup
entry fee as applicable. Annual Subscriptions not paid by the due
dateshall be subject to a levy of £10.00 per team to a maximum of
£50.00 per Club
(C)Each Club shall, pay a Deposit of £40.00 which shall
be returnable to Clubs onleaving the Competition provided they have
fulfilled their fixtures andcomplied with all orders of the Management
Committee.
(D) AClub shall not participate in this Competition
until the Entry Fee, AnnualSubscription and Deposit have been paid.

forthcoming Season. Clubs must advise the Secretary in writing, or
onthe prescribed form, of details of its Headquarters, Officers and any
otherinformation required by the Competition.
3. TheOfficers of the Competition shall be the President,
Chairman, Vice-Chairman,Treasurer, Secretary, Match and Referees
Secretaries, Registration Secretaryand Administration Secretaries to be
elected annually at the Annual GeneralMeeting. (
Auditors are notOfficers).
4. (A)The Competition shall be governed in accordance with
the Rules and Regulations ofThe Football Association by a Management
Committee comprised of the Officersand up to a maximum of ten members
who shall be elected at the Annual GeneralMeeting. All participants
shall abide byThe Football Association Regulations for Safeguarding
Children as determined byThe Association from time to time
Nomember of the Management Committee shall be connected
with any Club in Membershipof the Competition unless agreed otherwise
by the Officers
(B) Retiring Officers and Management Committee Members shall be
eligibleto become candidates for re-election without nomination. All
other candidates for election as Officersor Members of the Management
Committee shall be nominated to the Secretary inwriting, signed by the
Secretaries of two Member Clubs, not later than 15thMay in
each year. Names of thecandidates for election shall be circulated
with the notice of the Annual GeneralMeeting. In the event of there
being nonomination in accordance with the foregoing for any office,
nominations may bereceived at the Annual General Meeting
Onreceiving a requisition signed by two-thirds of the
Members of the ManagementCommittee the Secretary shall convene a
meeting of the Committee.
(D)Except where otherwise mentioned all communications
shall be addressed to theSecretary who shall conduct the correspondence
of the Competition and keep arecord of its proceedings.
(E)All communications received from Clubs must be
conducted through theirnominated Officers. All correspondence sent to
the League shall be signed bythe Club Secretary and shall be answered
in/by League Minutes unless theManagement Committee consider an
individual reply appropriate.
5. (A) TheManagement Committee may appoint an emergency
and/or such other sub-committeesas they may consider necessary and may
delegate such of their powers as theydeem necessary to such
committees. Thedecisions of all such committees shall be reported to
the ManagementCommittee. The Management Committeeshall have power to
deal only with matters within the Competition and not forany matters of
misconduct that are under the jurisdiction of the FootballAssociation
or affiliated Association.
(B) Subject to the permission of the BedfordshireCounty
Football Association having been obtained the Management Committee
mayorder a match or matches to be played each season, the proceeds to
be devotedto the funds of the Competition and, if necessary, may call
upon each Club (includingany Club which may have withdrawn during the
season) to contribute equally suchsums as may be necessary to meet any
deficiency at the end of the season. (see Rule6E).
(C)Each Member of the Management Committee shall have
the right to attend and voteat all Management Committee Meetings and
have one vote thereat, but no Membershall be allowed to vote on any
matters directly appertaining to such Member orto the Club so
represented. (This shall apply to the procedure of anysub-committee).
Inthe event of the voting being equal on any matter, the Chairman shall have asecond or casting vote.
(D) The Management Committee shall have powers to apply, act upon
andenforce the Rules of the Competition and shall also have
jurisdiction over allmatters affecting the Competition, including any
not provided for in the Rules.Except where these Rules provide for the
imposition of a set penalty any Club,Official or Player alleged to be
in breach of a Competition Rule must beformally charged in writing and
given the opportunity to present their casebefore the Management
Committee. Financial penalties can only imposed ifincluded within the
set penalties for breaches of Competition Rules. Allbreaches of the
Laws of the Game, Rules and Regulations of The FootballAssociation
shall be dealt with in accordance with F.A. Rules by theappropriate
Association.
(E)All decisions of the Management Committee shall be
binding subject to the rightof appeal to the Board of Appeal in
accordance with Rule 16.
Decisionsof the Management Committee must be notified in
writing to those concernedwithin 28 days through the next issue of
Minutes.
(F) SixMembers of the
Management Committee shall constitute a quorum for thetransaction of
business of the Management Committee and three Members shallconstitute
a quorum for the transaction of business by any sub-committee of
theCompetition.
(G) The Management Committee, as it may deem necessary, shall have
powerto fill in an acting capacity, any vacancies that may occur
amongst theirnumber.
(H) AClub having failed to comply with an order or
instruction of the ManagementCommittee, or failing to satisfactorily
attend to the business and/or thecorrespondence of the Competition,
shall be liable to be fined or otherwisepenalised at the discretion of
the Management Committee.
(I)All fines and charges shall be paid within 14 days of
the date of posting ofthe written notification. Fines not paidwithin
that time shall be subject to a levy of £10.00 for late payment
inaddition to the original fine and defaulting Clubs shall have its
matchescancelled
until the fine and levy have been paid. Points shall be awarded to
opponents in all matches cancelled under thisRule. A levy shall not be
imposed wherea written appeal has been made to the Honorary General
Secretary of the Leaguewith regards to the original fine.
Clubs,Officials or individuals committing a breach of
this Rule will incur suchpenalties as the Management Committee may
impose.
(J) All correspondence appertaining to the Clubs activities with theLeague will be sent to one
nominee of each Club, i.e. The Secretary.
(K) The Management Committee shall have the power to fill any
vacancythat may occur in the membership of the Competition between the
Annual GeneralMeeting or Special General Meeting called to decide the
constitution and thecommencement of the Competition season.
(M) The Management Committee shall have the power to deal with
anyinfringement of the League Rules and shall have the right to
disqualify orexpel any Club, Team, Club Official or
Player whose conduct is considered by the Management Committee towarrant such action
(N) A Club failing to berepresented by a bona-fide Member of their
Club at a Council or General Meetingshall be fined £20.00 and failure
to be represented at any further meetings
in that Season shall be fined £40.00 on each subsequent occasion.
The Representative must be present for theduration of the Meeting. Not
less than 7days notice of any meeting shall be given. No individual
shall represent more than one Club.
(i) To receive and confirm the Minutes of thepreceding Annual General Meeting.
(ii) To consider any businessarising therefrom.
(iii) To receive and adopt theAnnual Report, Balance Sheet and Statement of
Accounts.
Committee).
(v) Constitution of theCompetition for ensuing season.
(vi) Election of Officers andManagement Committee.
(vii) Appointment of Auditors.
(viii) Alteration of Rules, ifany (of which notice has been given).
(ix) Fix the date for thecommencement and conclusion of playing season.
(x) Otherbusiness of which due notice shall have been given and accepted as beingrelevant to an Annual General Meeting.
(xii) To fix a total sum to beoffered as Honorariums (in lieu of expenses) to the League

(B) A copy of the duly audited Balance Sheet, Statement of Accounts
andAgenda shall be forwarded to each Club at least fourteen days prior
to themeeting, and to the
Bedfordshire County Football Association.
(C) A signed copy of the duly audited Balance Sheet and Statement
ofAccounts shall be sent to the Bedfordshire County Football
Association withinfourteen days of its adoption by the Annual General
Meeting.
(E) Clubs who have withdrawn their Membership of the Competition
duringthe season being concluded or who are not continuing Membership
shall beentitled to attend but shall vote only on matters relating to
the season beingconcluded. This provision will not applyto Clubs
expelled in accordance with Rule 17.
(G) No individual shall be entitled to vote on behalf of more than oneFull Member Club
(H) Any continuing Member Club failing to be represented by a
bona-fideMember of their Club at the Annual General Meeting shall be
fined £20.00. TheRepresentative must be present for the duration of the
Meeting.
(I) Officers and ManagementCommittee members shall be entitled to attend and vote at an Annual GeneralMeeting.
7. TheChairman and the Secretary of each Club shall complete
and sign the followingagreement which shall be deposited with the
Competition together with theApplication for Membership for the coming
season, or upon indicating that theClub intends to compete.

decisions of theManagement Committee of the Competition, subject to the
right of appeal inaccordance with Rule 16."
Anyalteration of the Chairman and /or Secretary on the
above Agreement must benotified to the Bedfordshire County Football
Association or to the CountyFootball Association to which the Club is
affiliated and to the Secretary ofthe Competition.
Agreementsmust be returned fully completed on or before the date as given on the form.
Failureto comply with this rule shall result in a £20.00
fine and the club will notparticipate in the League fixtures until this
is paid and the Agreement signed.
QUALIFICATION OF PLAYERS
8. (A) Contractplayers, as defined in Football Association Rules, are not permitted in thisCompetition.
No player registered with a F.A. Premier League or Football
LeagueAcademy will be permittedto play in this competition. A Player
registered with a Centre of Excellencemay only play in this Competition
subject to the Regulations of the Programmefor Excellence.
(B) A registered youth playing member of a Club is one who, being in allother respects eligible, has:-
Tobecome a Registered Player of this League the following procedure should beadopted:
Theplayer and Club must complete a Players Registration
Form, and a Certificate ofRegistration including fixing a current
passport-size photograph of the playerto the Certificate of
Registration.
Thesemust be completed in FULL, IN INK (The
Parent/Guardian Signature is onlyrequired for Players Under 16 on the
day of signing).
Thisform, together with confirmation of the players date
of birth (i.e. originalbirth certificate, medical card or passport - or
other confirmation as acceptedby the League’s Management Committee) to
the Registration Secretary whowill ………
-Verify the player’s Date of Birth
-Prepare the player’s Certificate of Registration
TheRegistration Secretary will then within 14 days of
the original presentation ofthe Form, record the Registration and
return the Certificate of Registration tothe Club
NO PLAYER SHALL TAKE PART IN A MATCH FOR A CLUB
UNTIL THAT CLUB IS INPOSSESSION OF THE PLAYER’S OFFICIAL CERTIFICATE OF
REGISTRATION.
Ateach match prior to the kick-off, the Team Manager
shall exchange Certificateof Registration Cards for all the Players
(including named Substitutes) andthese shall be returned on completion
of the match. Correctly completed Team sheets shall beexchanged
betweeneach Team and given to the Referee at least 10 minutes prior to kick-off. Failure
to doso will result in a £10.00 Fine.
In the event of a Player’s Certificate of
Registration Card not beingavailable for inspection by the end of the
match, the Player shall be deemed tobe an ineligible player - see Rule
8(O) Should a Team Manager be unable toproduce all or any of his Team’s
Certificates of Registration prior to thekick-off, the match shall take
place and the Team Manager shall be given untilthe end of the match to
produce all the mentioned documentation for inspection.
In the event of a Team Manager being unable to
produce the documentationfor inspection by the end of the match, the
Club shall be Fined £20.00 andfurther dealt with by the Management
Committee.
In exceptional circumstances at least 2 Officers
of the ManagementCommittee may give special permission for a player or
players to representtheir Club at one match only with the ID
Registration Card being unavailable atthe match.
Clubs must submit at least 12 fully completed
Player Registration formsand Certificates of Registration for each Team
to the League by the 15thAugust of the current season.
Failure tocomply with this may lead to a Club having its matches
cancelled until suchtime as 12 fully completed sets of documents are
presented to the League. A Club in default of this shall be fined
£20.00(per Team if applicable) and be otherwise dealt with at the
discretion of theManagement Committee.
Thequalifying age for players shall be as follows:
Under 11: Under 11years of age, but at least 10 years of age on the 31st August in thethen current playing season.
Under 12: Under 12years of age, but at least 10 years of age on the 31st August in thethen current playing season
Under 13: Under 13years of age, but at least 11 years of age on the 31st August in thethen current playing season
Under 14: Under 14years of age, but at least 12 years of age on the 31st August in thethen current playing season
Under 15: Under 15years of age, but at least 13 years of age on the 31st August in thethen current playing season
Under 16: Under 16years of age, but at least 14 years of age on the 31st August in thethen current playing season.
Under 17: Under 17years of age, but at least 15 years of age on the 31st August in thethen
Current playing season
Under 18: Under 18years of age, but at least 16 years of age on the 31st August in thethen current playing season.
In accordance with theforegoing qualifications a player under the age of 15 as at midnight on 31stAugust in the playing season must not play in a match where any other player isolder or younger by 2 years or more.
(The above qualification dates are subject to theprovisions contained in FA Rule C.4 (a)(v)).
(C ) A Club can only register a maximumof 20
players per Team. Players who havenot played for the Club who hold
their Registration for a period of 6consecutive weeks may have their
registration cancelled by written confirmationfrom the Club Secretary
and return of the Certificate of Registration to theRegistration
Secretary.
Noadditional players shall be registered until this written confirmation has beenreceived.
Aplayer registered with one Team in a Club who plays for another team withinthat Club in
accordancewith the permission allowed within the Rules shall count as a registered player
forthat additional team within their 20 players allowed.
Anybona-fide member of a Club shall be eligible to play
for that Club in thisLeague (subject to other relevant clauses in these
Rules) provided he has not,in the current season, played for another
club in the League, or previouslysigned for, or been registered for
another Club in the League. If he has so played or remains on the
LeagueRegister of Players, permission for his transfer must be obtained
from the Clubto which he is attached.
It shall be noted that a player having registered for a team shall not be allowed to de-register or transfer to another club, before 1st October in the season
(D) Aplayer having taken part in matches for any Club
affiliated to any CountyFootball Association shall not be allowed to
join, be transferred to, or signfor a Club in the Competition without
first proving to the officials of theintended Club that the player has
discharged all reasonable financialliabilities to the previous Club or
Clubs, and a Club official may not acceptsuch player's signature
without first ascertaining whether such claims havebeen discharged to
the satisfaction of the Club, or Clubs, for which the playerlast played.
(E)Additional Player Registration and Certificate of
Registration Forms shall beobtained from the General Secretary on
prepayment of £2.00 per form.
(F)The Management Committee shall decide all registration disputes.
Inthe event of a player signing a registration form or
having a registrationsubmitted for more than one Club priority of
registration shall decide forwhich Club the player shall be registered.
The Registration Secretary shallnotify the Club last applying to
register the player of the fact of theprevious registration.
(G) It shall be deemedmisconduct for a player to:-
(i) Play for more than one Club in theCompetition in the same season without
firstbeing transferred.
(ii) Having signed for one Club in theCompetition, sign for another Club in the
Competitionin that season except for the purpose of a transfer.
(iii) Submit a signed registration form forregistration that the player had wilfully
neglectedto accurately or fully complete.
(H)(i) The Management Committee shall have power to accept the registration of anyplayer.
(ii)The Management Committee shall have power to refuse, cancel or suspend the
Registrationof any player or may fine any player at their discretion who has been
chargedand found guilty of registration irregularities. (Subject to Rule 16).
(iii)The Management Committee shall have power to refuse or cancel the registrationof
anyplayer charged and found guilty of undesirable conduct (subject to Rule 16).
Undesirableconduct shall mean an incident or repeated conduct, which may deter a
participantfrom being involved in this Competition. Application should be made to theparent
Countyof the Club the player is registered with.
(Note: Actionunder Clause (iii) shall not be taken
against a player for misconduct until thematter has been dealt with by
the appropriate Association, and then only incases of the player
bringing the Competition into disrepute and will in anycase be subject
to an Appeal to the Football Association) For the purpose of this
Rule, bringing thecompetition into disrepute can only be considered
where the player has receivedin excess of 112 days’ suspension, or 10
matches in match based discipline, ina period of two years or less from
the date of the first offence.
(I)Subject to The Football Association Rules dealing
with players without awritten contract when a player desires a
transfer, the Club the player wishesto transfer to shall submit a
transfer form to the General Secretaryaccompanied by a fee of £20.00.
Suchtransfer shall be referred by the General Secretary to the Club for
which theplayer is registered. Should this Club object to the transfer
it should stateits objections in writing to the General Secretary and
to the player concernedwithin seven days of receipt of the transfer
form. Upon receipt of the Club's consent, or uponits failure to give
written objection within seven days, the General Secretarymay, on
behalf of the Management Committee, transfer the player who shall
bedeemed eligible to play for the new Club from such date or SEVEN days
afterreceipt of such transfer.
Inthe event of an objection to a transfer the matter shall be referred to theManagement Committee for a decision.
Aplayer may not be transferred more than twice in any one Season.
Allmatters relating to the Transfer of Players shall be dealt with andcountersigned by the Club Secretary Only.
Thebusiness of all Transfers shall be conducted by mail,
including stampedaddressed envelopes as necessary. A Clubhaving given
notice of applying for the transfer of a player shall not givenotice of
applying for the transfer of another player from the same club within28
days of the first notice except with the agreement of the other Club.
(F.A.Rule C2 (a) and Bedfordshire F.A. Rule 17)
(J) Aplayer may not be registered for a Club nor transferred to another Club in theCompetition after 1st March except by special permission of theManagement Committee.
(K) AClub shall keep a list of the players it registers
and a record of the games inwhich they have played, and shall produce
such records upon demand by theManagement Committee.
`
In the event a Club has more than one team in an age
group, each teammust be clearly designated ‘A’, ‘B’, ‘C’ etc. In such
cases, players will be registered for one team only. A player so
registered will be allowed toplay for his Club in a younger or older
age group within the provisions of Rule8 (B).
(L) Aregister containing the names of all players
registered for each Club, with thedate of registration, shall be kept
by the Registration Secretary and shall be open to the inspectionof
any duly appointed Member Club representative at all Management
Committeemeetings or at other times mutually arranged. Registrations
are valid for one Season only.
(M) A player shall not be eligible to play for a team
inany special championship, promotion or relegation deciding match (as
specifiedin Rule 12(A)) unless the player has played Three games for
that team in thisCompetition in the current season.
(N) A player who has played morethan five games for a Team in a
senior division and/or cup of one section of the League in the
currentseason is not eligible to play in a lower division unless they
have specialpermission of the Management Committee. In the event of a
player transferring from one Club, his previousplaying record shall be
carried forward to his new Club. In the event of a Club having 2 Teams
withinthe same age group playing in the same division, players cannot
move betweenthe two Teams without having prior written permission from
the ManagementCommittee.
(O)(i) Any team playing an unregistered or otherwise ineligible
playeror players may have the points gained in the match deducted from
its total andmay be fined up to a maximum of £20.00 per player and/or
otherwise dealt withat the discretion of the Management Committee.
(ii) In addition the team may have pointsdeducted from
its total at the discretion of the Management Committee and maybe dealt
with in any further manner which is thought to be fit.
(iii)The Management Committee may, at its discretion,
award the points available inthe match in question to the opponents,
subject to the match not being orderedto be replayed.
(Thefollowing Clause applies to Competitions involving players in full-timesecondary education):-
(P)(i) Priority must be given at all timesto school and school organisations
activities.
(ii) The availability of children must be clearedwith the Head Teachers
(exceptfor Sunday Competitions).
(iii)Children under 15 shall not play in a team involving players who
aremore than 2 years older.
(Note:For players under the age of 18 the provisions contained in FootballAssociation Rules will apply.)
(Q)The Management Committee shall have the power to inspect a player’s Certificateof Registration at any time.
CLUB COLOURS, CLUB NAME
9. (A)Every Club must register the colour of its shirts and shorts with the Secretaryby 31st May who shall decide as to their suitability.
Goalkeepersmust wear colours which distinguish them from other players and the referee.
Noplayer, including the goalkeeper, shall be permitted to wear black or very darkshirts.
Anyteam not being able to play in its normal colours as
registered with theCompetition shall notify the colours in which they
will play to its opponentsat least four days before the match.
If,in the opinion of the referee, two Clubs have the
same or similar colours, thehome team shall make the change. Any team
not having a change of colours ordelaying the kick-off by not having a
change shall be fined £5.00
TheSecretary of the Competition may request shirts to be
submitted if complaintsare received as to lack of distinguishing
colours, and the Management Committeemay refuse to permit any shirts or
shorts as they think fit. All shirts shall be clearly numbered on
theback, except the goalkeeper’s which is optional.
(B)Any Club wishing to change its name and/or colours must
obtainpermission from its affiliated County Football Association and from theManagement Committee.
PLAYING SEASON /CONDITIONS OF PLAY /
TIMES OF KICK-OFF /POSTPONEMENTS / SUBSTITUTES
10. (A)The Annual General Meeting shall determine the
commencing and concluding datesfor the ensuing season which shall be in
accordance with Football AssociationRules. No Club shall be compelled
toplay after the concluding date. Originalfixtures arranged by the
relevant Match Secretary, or at a meeting speciallyconvened for that
purpose, to be held no later than 1st January mustnot be
arranged for a date later than seven days preceding the concluding
datedetermined by the Annual General Meeting.
Originalfixtures which shall be arranged by the relevant
Match Secretary shall beissued monthly. A Club may be calledupon to
play a fixture if notified not later than 9.00 p.m. on the Tuesdayprior
to a Sunday in any given week. AClub/Team may be given a change of
fixture if notified not later than 9.00 p.m.on the Thursday prior to a
Sunday in any given week.
(B)All matches shall be played in accordance with the
Laws of the Game asdetermined by the International Football Association.
Clubsmust take all reasonable precautions to keep their
grounds in a playablecondition. All matches shall be played on pitches
deemed suitable by theManagement Committee. If through any fault of the
home team a match has to bereplayed, the Management Committee shall
have power to order the venue to bechanged.
TheManagement Committee shall have power to decide
whether a pitch and/orfacilities are suitable for matches in the
Competition and to order the Clubconcerned to play its fixtures on
another ground.
All matches shall have a duration as set out below unless ashorter
time (not less than 50 minutes in Under 18, Under 17, Under 16,
Under15, Under 14, Under 13 and not less than 30 minutes in Under 12,
Under 11) ismutually arranged by the two Clubs in consultation with the
referee prior tothe commencement of the match, and in any event shall
be of equal halves.
The duration of play shall be as follows unless it is mutually agreed byall parties to reduce the time:
Under 18 Section - 90 minutes (45 minutes each way)
Under 17 Section - 90 minutes (45 minutes each way)
Under 16 Section - 80 minutes (40 minutes each way)
Under 15 Section - 80 minutes (40 minutes each way)
Under 14 Section - 70 minutes (35 minutes each way)
Under 13 Section - 70 minutes (35 minutes each way)
Under 12 Section - 60 minutes (30 minutes each way)
Under 11 Section - 60 minutes (30 minutes each way)
Theminimum time for any game will not be less than 20
minutes each half forplayers in the Under 14 age group and below and 25
minutes each half for allother age groups.
Noplayer under the age of 17 as at midnight on 31st
August in any seasonshall be permitted to play more than one game or,
in the event the competitionallows the playing of a double-header, i.e:
two separate matches, 100 minutesper day in this Competition.
Thetimes of kick-off shall be fixed by the A.G.M. or the
Management Committee. AnyClub failing to commence at the appointed time
shall be fined a sum not exceeding£5.00 or be otherwise dealt with as
the Management Committee may determine.
Referees must order matches to commence at the appointed time and mustreport all late starts to the Competition.
In the event of one or both teams not being available at the
statedkick-off time the Referee should wait at the ground for 30
minutes beforecalling the game off.
The home team must provide at least two footballs fit for play and
thereferee shall make a report to the Competition if the footballs
areunsuitable. In the Under 14, Under 13,Under 12 and Under 11
Sections a size 4 ball shall be used. A size 5 ball isused in all other
age groups.
It is the responsibility of all Home Clubs to provide goal nets,
cornerflags and assistant referee flags. Clubsfailing to comply will
be Fined £10.00
First Aid - Both Teams must have a First Aid box available forinspection by a member of the Management Committee
Clubs shall have a barrier one (1) metre from the touchline (marked, roped or coned) to keep parents and spectators from encroaching on the pitch and to allow the Assistant / Club Assistant Referees good view of the ball in and out of play. Failure to comply shall incur a fine of £10.00.
(C)Except by permission of the Management Committee all
matches must be played on thedates originally fixed but priority shall
be given to The Football Associationand all relevant County Association
Cup Competitions (some Charity Competitionsexcepted) All other matches
must be considered secondary. Clubs may mutuallyagree to bring forward
a match with the consent of all interested parties andthe relevant
Match Secretary.
(D)The Secretary of the home Club must give notice in
writing of full particularsof the location of, and access to, the
ground and time of kick-off to the Referee(and Assistant Referees) and
the Secretary of the opposing Club at least fourclear days prior to the
playing of the match.
AnyClub failing to comply with this Rule shall be liable
to a fine not exceeding£10.00 or be otherwise dealt with as the
Management Committee shall determine.
The away club shall actively seek and acknowledge receipt of such particulars.
(E)Every Club shall play its best available qualified team or teams in all matchesin the Competition.
Inthe event of a Club playing in any match with less than eleven players they maybe fined £1.00 for each missing player. A minimum of seven players willconstitute a team for a Competition match.
(F)Home and Away matches shall be played. Any fixture
postponed after 9.00 p.m. onthe Tuesday preceding, shall result in the
Club requesting the postponementbeing Fined £20.00 and being required
to pay any reasonable expenses (asdefined by the Management Committee)
to their opponents. In the event of a Club failing to keep
itsengagement the Management Committee shall have power to inflict a
fine, deduct points from the defaulting Club, orderthe
defaulting Club to pay any expenses incurred by the opponents or
otherwisedeal with them except the award of goals.
Noticeof postponement of any match must be given without
delay by the postponingClub. Such notice must be given seven days by
the Club to the relevant MatchSecretary, the Referees Secretary, the
Secretary of the opposing Club and thematch officials. Any Club
failing tocomply shall be dealt with by the Management Committee who
may inflict anypenalty it may deem suitable.
In the event of any Club notfulfilling a notified fixture, the
defaulting Club shall notify the LeagueSecretary in writing the reasons
within 7 days.
In the event of a match not being played or abandoned owing to
causesover which neither Club has control, it shall be played in its
entirety on adate to be mutually agreed by the two Clubs and approved
by the ManagementCommittee. Failing such agreement andnotification to
the relevant Match Secretary within 21 days the ManagementCommittee
shall have power to order the match to be played on a named date oron
or before a given date.
The Management Committee shall review all matches abandoned in
caseswhere it is consequent upon the conduct of either or both Teams.
Where it is to the advantage of theCompetition and does no injustice to
either Club, the Management Committeeshall be empowered to order the
score at the time of the abandonment to stand.In all cases where the
Management Committee are satisfied that a match was abandonedowing to
the conduct of one team or its Club member(s) they shall be empoweredto
award the points for the match to the opponents and/or take what
otheraction they may deem necessary. In caseswhere a match is
abandoned owing to the conduct of both teams or their Clubmembers, the
Management Committee shall rule all points for the match asvoid. No
fine(s) can be applied by theManagement Committee for an abandoned
match.
(G) For teams in the Under 18 and Under 17 age group may at
theirdiscretion and in accordance with the Laws of the Game use 3
substitute playersin any match in this Competition who may be selected
from 5 players.
ForTeams in the Under 16 age group and below, a player
who has been substitutedhimself becomes a substitute and may replace
another player at any time subjectto the substitution being carried out
in accordance with Law 3 of the Laws ofAssociation Football. A Club
may at itsdiscretion and in accordance with the Laws of the Game use 5
substitute playersin any match in this Competition who may be selected
from 5 players
The referee shall be informed of thenames of the
substitutes not later than five minutes before the start of thematch.
Aplayer who has been selected, appointed or named as a
substitute before thestart of the match but does not actually play in
the game shall not beconsidered to have been a player in that game
within the meaning of Rule 8 ofthis Competition.
(H) The half time interval shall be of 10 minutes duration,
but it shall not exceed fifteen minutes. Thehalf time interval may only
be altered with the consent of the referee.
(I) Any Club having 2 or more ofits players or its goalkeeper
selected to play in a County or LeagueRepresentative Game on the same
day as they are due to play a Chiltern YouthFootball League game, may
apply to the League for the postponement of theirfixture. Such
application shall be madein writing where possible, seven clear days
prior to the date in question.
(J) Each Team must be accompanied by at least two adults at all of
itsgames, who shall not be registered as players with this League.
Teams not complying with this Rule may bedealt with as the Management
Committee may determine.
(K) The Management Committee recommends that wherever possible for
theUnder 11 and Under 12 Sections, the playing area should have a
length of nomore than 90 yards (82 metres) nor less than 75 yards (70
metres) with itsbreadth no more than 60 yards (56 metres) nor less than
45 yards (42 metres)with goals 7 yards (6.5 metres) wide by 6ft. 6ins.
(2 metres) high; the penaltyarea should be reduced to two-thirds of
normal size and the penalty spot 10yards (9 metres) from the goal
line. Pitches should be approved by the Management Committee prior to
thestart of the season, which may be outside recommendation. Clubs may
play on other pitches by mutualagreement.
(L) Free Sunday - Each Team mayapply for a maximum of 3 Free
Sundays. Applications must be made on the appropriate form direct to
the relevantMatch Secretary giving a full calendar months notice of the
Free Date required.
Any request for a free weekend for school based activities shall be required to be supported by documentary evidence from the school listing the date(s) of the trip, the children affected and when the activity was arranged (original letter). If this is more than two (2) weeks before the request is made, the request shall be refused.
REPORTING RESULTS
11. (A) TheLeague Secretary must receive within 72 hours of
the end of the match theresult of each Competition (League, League
Cups, County Cupsor other competition match) in the prescribed manner.
This must include theforename(s) and surname (in block letters) and
Registration numbersof the players. Also the Referee markings required
by Rule 13 or any otherinformation required by the Competition. Failure
to do so will incur a fine of £10.00and for 2 consecutive weeks shall
be further dealt with as the ManagementCommittee decide.
(B) The Home Club must telephone results ofALL
matches as instructed on the day of the game. The rule shall also
apply to Clubs takingpart in Competitions outside this League whether
playing HOME OR AWAY. Clubs failing to comply with this rule shallbe
liable to a fine not exceeding £10.00 for each offence and may be
furtherdealt with as the Management Committee determine. Clubs shall
telephone the result of eachmatch to the relevant Match Secretary.
The home club must telephone or email results in ALL matches, as instructed on the day of the game.
(C)The match result notification, correctly completed,
shall be signed by aresponsible member of the Club. TheManagement
Committee shall have power to take such action as they deem
suitableagainst a Club which submits an incomplete form or incorrect
information.
Thefine not exceeding £10.00 for each offence and may be further dealt with as theManagement Committee determine.
DETERMINING CHAMPIONSHIP
12. (A)Team rankings within the Competition will be decided
by points with three (3)points to be awarded for a win and one (1)
point for a drawn match. The teamsgaining the highest number of points
in their respective Divisions at theconclusion shall be adjudged the
winners. Matches must not be played for double points.
Inthe event of two or more teams being equal on points
for the top place in anyof the League Tables at the close of the
Competition, a deciding match shall beplayed under
conditions determined by theManagement Committee.
Inthe event of two or more teams equal on points for the
runners-up place in anyof the League Tables at the close of the
Competition, the teams shall be deemedto be joint runners-up and
mementoes shall be awarded at the discretion of theManagement Committee.
REFEREES
13. (A)Registered Referees for all matches shall be appointed
in a manner approved bythe Management Committee and by the sanctioning
Association(s).
(B)In the event of the non-appearance of the appointed
Referee or where thecompetition has been unable to appoint a Referee,
and the Clubs being aware ofthis 24 hours prior to kick-off or in the
event of an appointed Refereewithdrawing his services 24 hours prior to
kick-off the Clubs MUST mutuallyagree upon a substitute Referee and
failure to agree will constitute anon-fulfilment of the fixture with a
Fine of £10.00 being imposed against eachClub
Wherethe Clubs are not aware 24 hours prior to the
kick-off that the match is notcovered by a League appointed referee,
the Clubs MAY agree upon a substituteReferee. A substitute Referee
thusagreed upon shall, for that game, have the full powers, status and
authority ofa registered Referee and be entitled to payment in
accordance with Rule 13(D)
C)The Management Committee may, appoint Assistant
Referees to any Match. WhereAssistant Referees are not appointed each
Team shall provide an AssistantReferee for each of its games.
Asubstitute or substituted player shall not qualify as an Assistant
Referee andthis person must be at least 14 years of age, under this
Rule. The Assistant Referee shall report to theReferee 5 minutes prior
to the scheduled start of the game.
(D)The appointed Referee shall have power to decide as
to the fitness of the groundin all matches and the decision shall be
final subject to either in the case ofa ground of a Local Authority or
the owners of a ground, the Representative ofthat body is the sole
arbiter and whose decision must be accepted unless theground is
declared fit for play. In theevent of the appointed Referee not being
available or no Referee beingappointed, a Club must contact the
appropriate Match and Referee Secretary oranother member of the
Management Committee to arrange for a pitch inspection.
(E)Match Officials appointed under this Rule shall be
entitled to charge privatecar expenses at a rate in accordance with The
Sanctioning County prescribedrate (at present 30p per mile).
TheManagement Committee shall review expenses as and when they deem
necessary
WhereAssistant Referees are appointed to a match the
Home and Away Clubs shall sharethe fees and expenses of the Assistant
Referees.
TheReferees’ and Assistant Referees’ Fees allowed by the Competition shall be:

TheHome Club shall pay the Officials their fees and expenses within 20 minutes ofthe end of the match.
Referees are requested to report any irregularities appertaining to the game to theLeague Secretary
NB: Please note that there will be a slight increase in the fees paid to referees; these will be advised once we have final
confirmation from the Bedfordshire Football Association as to their recommended levels for 2010 - 2011 season
(F) (i) In the event of a match not being played because of
circumstances over whichthe Clubs have no control, the Match Officials,
if present, shall be entitledto half fee plus out-of-pocket expenses
only. Where a match is not played owing to one Club being in default,
thatClub shall be ordered to pay the Officials, if they attend the
ground, theirfull fee and expenses.
(F) (ii)If a club defaults on a fixture after 9pm on the Friday prior to the fixture being played, they will be liable to pay half the match fee to the referee and assistant referee(s) (where appointed by the League).
(G) AReferee not keeping his or her engagement, and
failing to give a satisfactoryexplanation as to their non-appearance,
may have his or her name removed from the list of Referees and thefact
may be reported to the Association with which he or she is registered.
(H)Each Club shall, in a manner prescribed from time to
time by the FootballAssociation, award marks to the Referee for each
match and the name of theReferee and the marks awarded shall be
submitted to the League with the ResultReport Form provided. Clubs
failingto comply with this Rule shall be liable to be fined up to a
maximum of £10.00,or dealt with as the Management Committee shall
determine.
TheLeague shall keep a record of the markings and on the
Form provided and by theprescribed date each Season shall submit a
summary to the County FootballAssociation.
CONTINUATION OF MEMBERSHIPOR WITHDRAWAL OF A CLUB
14. (A)After 31st December in the current Season a
Club intending, orhaving a provisional intention, to withdraw a team
from the Competition oncompletion of its fixtures and fulfilment of all
other obligations to theCompetition must notify the Secretary in
writing by 15th May eachSeason or be liable to a fine not exceeding £40.00 per team
AllClubs wishing to remain in membership of the
Competition for the followingSeason must confirm their intention to do
so, in writing, to the Secretary by 31stMay.
(B) AClub shall not be allowed to withdraw any or all of
its teams from theCompetition after the Annual General Meeting. Any
Club infringing this Ruleshall be liable to a fine not exceeding £40.00
per team and shall also beliable for its share of any call which may be
made under Rule 5(B).
(C)In the event of a team withdrawing from the League, the Management Committeeshall
awardpoints to opponents for the outstanding fixtures
except where the teamwithdrawing has completed 50% or less of its
scheduled fixtures when theManagement Committee shall expunge the
team’s record. On withdrawing a Team from the League, theClub must
return Team Registration Cards to the Registration Secretary within
7days of withdrawing.
(D)In the event of a Member Club which is an
un-incorporated associationwithdrawing and/or disbanding it shall be
immediately liable to discharge allits financial and other obligations
to the Competition.
Inthe event that any such obligation remains
un-discharged after a period oftwenty-one (21) days then such
obligation shall be met by the then current ClubMembers, excluding
those under the statutory school leaving age. Until a Member’s pro
rata obligation isdischarged in full the Member shall not be allowed to
participate in theCompetition, which may apply to the Club’s Parent
County Association for asuspension order.
PROTESTS AND COMPLAINTS
15. (A)(i)All questions of eligibility, qualifications of
players or interpretations ofthe Rules shall be referred to the
Management Committee.
(ii)Objections relevant to the dimensions of the pitch,
goals, flag posts or otherfacilities of the venue will not be
entertained by the Management Committeeunless a protest is lodged with
the Referee before the commencement of thematch. Any Club lodging such
protest andnot proceeding with it shall be deemed guilty of a breach of
this Rule andshall be dealt with by the Management Committee.
(B)Except in cases where the Management Committee decide
that there are specialcircumstances, protests and complaints (which
must contain full particulars ofthe grounds upon which they are
founded) must be lodged in duplicate withthe Secretary within 3
(three) days(excluding Sundays) of the match or occurrence to which
they refer. A protest or complaint shall not be withdrawnexcept by
permission of the Management Committee. A Member of the Management
Committee who is amember of any Club involved shall not be present
(except as a witness orrepresentative of his Club) when such protest or
complaint is being determined.
(C)Any dispute occurring between Clubs in the League
shall be referred fordetermination by the Management Committee whose
decision shall be binding uponall parties subject to Rule 16.
(D)No protest of whatever kind shall be considered by
the Management Committeeunless the complaining Club shall have
deposited with the Secretary a sum of£5.00. This may be forfeited in
whole orin part in the event of the complaining or protesting Club
losing itscase. The Competition shall have power toorder the
defaulting Club or the Club making a losing or frivolous protest
orcomplaint to pay the expenses of the enquiry or to order that the
costs to beshared by the parties.
(E)All parties to a protest or complaint must be
afforded an opportunity to make astatement when the protest or
complaint is being heard and must have received 7(seven) daysnotice of
the hearing, together with a copy of the submission. When dealingwith a
protest or complaint the Management Committee shall take
intoconsideration the possession by the protesting or complaining Club
of anyinformation which, if properly used, might have avoided the
protest orcomplaint.
16. Within14 days of the posting of written notification of
any decision of theManagement Committee or the Competition, a Club,
Official or Player againstwhom action is taken may appeal against such
decision by lodging particulars induplicate with the Secretary of the
Bedfordshire Football Association,including a fee of £10.00,
foradjudication of a Board of Appeal. Thegrounds of appeal shall be in
accordance with FA Rules. The Board of Appeal may order the appeal
feeto be forfeited or returned to the Club in whole or in part at the
discretionof the Board of Appeal and shall decide by whom the costs of
the appeal shall beborne. The decision of the Board of Appealis final
and binding on all parties concerned.
Acopy of the appeal must be sent to the League Secretary
and the operation ofthe decision made by the League shall not be
suspended pending the result ofthe appeal unless the Board of Appeal or
Council of the Bedfordshire FootballAssociation through its Officers,
order such suspension.
Noappeal can be lodged against a decision taken at an
Annual or Special GeneralMeeting unless this is on the ground of
unconstitutional conduct.
EXCLUSION OF CLUBS.ORTEAMS
MISCONDUCT, CLUBS,OFFICALS, PLAYERS
17. (A) At the Annual General Meeting, or SpecialGeneral
Meeting called for the purpose in accordance with the provisions ofRule
19, Notice of Motion having been duly circulated on the Agenda, the
accrediteddelegates present shall have the power to exclude any Club or
Team from furthermembership which must be supported by two-thirds (⅔)
of those present and voting. Voting on thispoint shall be conducted by
ballot.
(B)At the Annual General Meeting, or at a Special
General Meeting called for thepurpose, in accordance with the
provisions of Rule 19, the accredited delegatespresent shall have the
power to exclude from further participation in theCompetition any Club
or team of a Club whoseconduct has, in their opinion, been
undesirable, which must be supported bytwo-thirds (⅔) of those present
andvoting. Voting on this point shall beconducted by ballot. A Club
whoseconduct is the subject of the vote being taken shall be excluded
from voting.
(C)Any official or member of a Club proved guilty of
either a breach of Rule,other than field offences, or of inducing or
attempting to induce a player orplayers of another Club in the
Competition to join them shall be liable toexpulsion or such penalty as
a General Meeting or Management Committee maydecide, and their Club
shall also be liable to expulsion in accordance with theprovisions of
Clauses (A) and (B) of this Rule.
(D)Any Club or Team failing to complete 75 per cent of
its fixtures in any seasonshall (unless the conditions are beyond their
control or the majority of theaccredited delegates present at the
Annual General Meeting or a Special GeneralMeeting decide otherwise by
a majority of two thirds of the votes cast) bedebarred from membership
the following season.
TROPHY:- LEGAL OWNERS,CONDITIONS OF TAKING OVER, AGREEMENT TO BE SIGNED. AWARDS.
18. (A) Ifa Competition be discontinued for any reason a
trophy or any other presentationshall be returned to the Donor if the
conditions attached to it so provide or,if not, dealt with as the
sanctioning Association may decide.
(B) Thefollowing agreement shall be signed on behalf of the winners of the Cup orTrophy:-
“WeA_________________and B______________________, the
Chairman and Secretary of________________________FC, members of and
representing the Club, having beendeclared winners of
_____________________Cup or Trophy, and it having beendelivered to us
by the Competition, do hereby on behalf of the Club jointly
andseverally agree to return the Cup or Trophy to the Competition
Secretary on orbefore 1st March suitably engraved in
accordance with the Rules ofthe League. If the Cup or Trophy is lostor
damaged whilst under our care we agree to refund to the Competition
theamount of its current value or the cost of its thorough repair.”
Clubsfailing to return Trophy Agreements by the due date
shall be Fined £20.00. Clubs failing to return Cup or Trophy by thedue
date shall be fined £20.00 and any associated expenses incurred.
(C)At the close of each Competition awards may be made
tothe winners and runners-up if the funds of the League permit.
SPECIAL GENERAL MEETINGS
19. Uponreceiving a requisition signed by two-thirds of the
Clubs in membership theSecretary shall call a Special General Meeting.
TheManagement Committee may call a Special General Meeting at any time.
At least7 days notice shall be given of either meeting
under this Rule, together withan Agenda of the business to be
transacted at such meeting.
Each Full Member Club shall be empowered to send two delegates to
allSpecial General Meetings. Each Clubshall be entitled to one vote
only.Not less than 7 days’ notice shall be given of any Meeting.
Any continuing Member Club failing to be represented at a
SpecialGeneral Meeting without satisfactory reason being given may be
fined £20.00.
Officers and Management Committee members shall be entitled to attendand vote at all Special General Meetings.
ALTERATION TO RULES
20. Alterationsshall be made to these Rules only at the
Annual General Meeting or at a SpecialGeneral Meeting specially
convened for the purpose called in accordance withRule 19. Any
alteration made during theplaying season to the Rule relating to the
qualification of players shall nottake effect until the following
season.
Noticeof proposed alterations to be considered at the
Annual General Meeting shall besubmitted to the League Secretary by 31st
January in each year. Theproposals, together with any proposals by the
Management Committee, shall becirculated to the Clubs by 28th February and any amendments theretoshall be submitted to the League Secretary by 14th
March. Theproposals and proposed amendments thereto shall be circulated
to Clubs with thenotice of the Annual General Meeting. Noamendments to
proposals or to proposed amendments thereto shall be accepted atthe
Meeting for consideration unless 70 per cent of those presented
andentitled to vote agree. A proposal tochange a Rule shall be carried
if 70 per cent of those present and entitled tovote are in favour.
Acopy of the proposed alterations to Rules to be
considered at the AnnualGeneral Meeting or Special General Meeting
shall be submitted to thesanctioning Football Association by 1st April.
Anyalterations or additions decided upon at any meeting
shall not become operativeuntil the approval of the Association issuing
sanction shall have beenobtained.
RULES BINDING ON CLUBS
21. EachMember Club shall be deemed to have given its assent
to the foregoing Rules andagreed to abide by the decisions of the
Management Committee subject to Rule16. Each Member Club must abide by
anyissued Football Association Code of Conduct
FINANCE
22. (A)The Management Committee shall determine with which bank or other financial
institutionthe funds of the Competition will be lodged.
(B)All expenditure in excess of £200.00 shall be approved
by the ManagementCommittee. Cheques shall be signed by at least two
Officers nominated by theManagement Committee.
(C)The financial year of the Competition will end on 31st March.
(D)The books, or a certified balance sheet, of the
Competition shall be preparedand shall be audited annually by some
suitable person(s) who shall be appointedat the Annual General Meeting.
REPRESENTATIVE TEAMS
23. (a) Any Club supplying players to a
LeagueRepresentative Team at any age group have the contribution
limited to a maximumof four players drawn from the relevant list of
players registered with thatClub.
(b) A player selected to play in a
LeagueRepresentative Side who does not play for that side shall not be
eligible toplay in any other Chiltern Youth League Match on the same
day as theRepresentative Match without the express permission of the
ManagementCommittee.
CHILD PROTECTION
1. Anyact, statement, conduct or other matter which harms a
child or children, orposes or may pose a risk of harm to a child or
children, shall constitutebehaviour which is improper and brings the
game into disrepute.
2. Inthese Regulations the expression "Offence" shall mean
any one or moreof the offences contained in Schedule 1 to the Children
and Young Persons Act1933 and any other criminal offence which
reasonably causes The Association tobelieve that the person accused of
the offence poses or may pose a risk of harmto a child or children.
3. Uponreceipt by The Association of:
3.1 notification that an individual hasbeen charged with an Offence; or
3.2 notification that an individual isthe subject of an investigation by the
Police,Social Services or any other authority relating to an Offence; or
3.3 any other information which causesThe Association reasonably to believe
thata person poses or may pose a risk of harm to a child or children then
TheAssociation shall have the power to order that the individual be
suspendedfrom all or any specific football activity for such period and on
suchterms and conditions as it thinks fit.
4. Inreaching its determination as to whether an order under
Regulation 3 should bemade The Association shall give consideration,
inter alia, to the followingfactors:
4.1 whether a child is or children areor may be at risk of harm;
4.2 whether the matters are of a seriousnature;
4.3 whether an order is necessary ordesirable to allow the conduct of any
investigationby The Association or any other authority or body to proceed
unimpeded.
5. Theperiod of an order referred to in 3 above shall not be
capable of lastingbeyond the date upon which any charge under the Rules
of The Association or anyOffence is decided or brought to an end.
6. Wherean order is imposed on an individual under
regulation 3 above, The Associationshall bring and conclude any
proceedings under the Rules of The Associationagainst the person
relating to the matters as soon as reasonably practicable.
7. Where aperson is convicted, or is made the subject of a
caution in respect of anOffence, that shall constitute a breach of the
Rules of The Association and TheAssociation shall have the power to
order the suspension of the person from allor any specific football
activity for such a period (including indefinitely)and on such terms
and conditions as it thinks fit.
8. Forthe purposes of these Regulations, The Association
shall act through itsCouncil or any committee or sub-committee thereof,
including the Board.
9. Notificationin writing of an order referred to above
shall be given to the person concernedand/or any club with which he is
associated as soon as reasonably practicable.
